Your subject line says "Outlook Express", but your message body says
"Outlook". Which? They're not the same thing.

Hi Brian,
Maybe you can help me with OE. Whenever I send an attachment it times out
within a minute. I've called my ISP, they told me to call Microsoft and they
told me to call the manufacturer of my computer! The manufacturer told me to
call my ISP so I called them again and told them of the problem, they said
that since OE is a Microsoft product, they are the only ones that can
configure the settings in order for me to be able to send attachments. All I
need to know is how to do it. Can you guide me in the right direction?
