Outlook express

Hi
I have an error msg that comes up when I try to retrieve emails. I have
looked through the database and found other problems similar to mine but none
exactly the same. Error msg is below. I can go to websites as normal and
nothing has been changed on the PC.

The connection to the server has failed. Account:
'(e-mail address removed)', Server: '127.0.0.1', Protocol: POP3, Port: 110,
Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

My trouble shooter says to make the port (110) available but i dont know how.

Any help is appreciated,
