somehow I have eliminated the options available on the bar running across the
top. Apparently, my system restore was turned off. I cannot figure out how
to restore the lost items i.e., send, create new, etc. Help?

You should be able to right click in that area and check toolbar.

On the menu bar, click View, then Layout, then make sure the box "Toolbar"
is checked.
