Is there anyway that you can set the maximum character length when composing
a text message. OS=Windows XP Pro sp2.

There is a max line length, but not a max message length AFAIK.

Open OE, click Tools, Options, Send tab, click the "Plain Text Settings"
buttons and adjust there. That should affect the variable-length
settings too.
