Is there a way to go through all the messages in outlook express, or a way
to go through the dbx files?

Outlook Express itself doesn't support automation. IIRC there is no library
included which allows iterating over the messages stored in DBX files.
However, Steve Cochran [MVP] has written some tools which can be used to dig
out the messages from DBX files
