MS says, "When you delete an identity(outlook express),
the corresponding settings are deleted, but data is not."
I can't locate any information explaining where the data
is.

Check %UserProfile%\Local Settings\Application Data\Identities. There
should be one folder for each defined identity. Below the identityname
folders you'll find Microsoft\Outlook Express, That where the data files
live.
