"OE" would refer to Outlook Express. The removal of unsafe attachments
is controlled by the option setting found by clicking menu items
Tools -> Options..., then the Security tab of the Options dialog. On
that page is a check box labeled "Do not allow attachments to be saved
or opened that could potentially be a virus." Remove the check mark to
restore full access to attachments.
Be aware, though, that this option is set as a safety measure, to
protect you from viruses that send themselves in the form of attachments
to e-mail messages. The attachments may try to disguise the fact that
they are executable programs, and so get you to open them. So unless
you have topnotch antivirus software protecting you and checking your
e-mail for viruses, and you know how to handle potentially unsafe
attachments, you should be very careful about unchecking this option.
