outlook express spell check

Recently,the spell check on outlook express has been
messed up. when I click on the spell check, it tries to
load Microsoft "Picture it 2002" instead of going to my
Microsoft word program. I was told to reinstall Windows
XP, but the same problem persists. Can you tell me where
to go to get this back on track.
