Outlook Express sends multiple copies

Here's the situation.

I am trying to figure out why a relatively new PC insists on sending up to
seventeen copies of a replied to or forwarded email message. The first time
I looked at this for my neighbor, the beast behaved itself perfectly after I
downloaded and installed all updates and did a complete sweep for spyware.

Now the multiple email gremlin has reappeared.

And I haven't got the slightest idea how to fix it.

Any suggestions?

1. Disable email scanning by your anti-virus application. It provides no
additional protection, it may be causing the problem, and even Symantec says
it's not necessary:

<QP>
Disabling Email Scanning does not leave you unprotected against viruses that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.

2. OE Tools > Accounts > Mail > [account] > Properties > Advanced > Break
apart messages... (uncheck).

So is it the Norton AV that causes this problem?

NAV's Email Protection is one possible culprit, yes.

The Outbox is probably corrupt.
Go to Tools | Options | Maintenance and see where OE is storing its files.
Close OE.
Go there with Windows Explorer and delete Outbox.dbx. With Win2K and WinXP
it will be a hidden file.
OE will create a new one when you reopen it.

If you think the Outbox may have messages you want to recover, instead of
deleting it, move, not copy, it to an empty Windows folder and then use
DBXtract to recover the messages.

OK - thought I had the problem fixed but no luck.

I tried the outbox fix and thought I had it beat. It wasn't until a week
later that I found out the multiple copy thing only happened with forwarded
email.

It now looks like the Norton route is next - unless anyone else has some
other suggestions.

Norton is noted for that problem. It exists when Norton scans outgoing mail.

Virus checks don't find anything.

Do a thorough check for malware, following all of the steps at one of these
Web pages.

So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus,
whose ads for malware don't identify the malware as such and try to convince
you that you owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.
