Outlook Express not sending

I keep getting this error when ever I cut / copy and paste text from word
docs like my resume to the message area

A time-out occurred while communicating with the server. Subject 'test',
Account: 'chaos_comic', Server: 'smtp.east.cox.net', Protocol: SMTP, Port:
25, Secure(SSL): No, Error Number: 0x800CCC19

I have no idea why this is happening please help

This would be a problem with your ISP mail server. Give them a call about
it, only they can help.

I found my problem, I called my isp and tried everything possible but per
tech that 19 at the end of the error code means a firewall problem. I do not
run one but I do have a linksys router once disconnected Email sends no
problem so anyone with the problem try that
