Typing in all capitals is considered yelling. Would you help you if you were
yelling?

Anyways, we can't help you. Contact your internet provider's support people,
since they are the only ones who know the correct settings for your email.

It looks as though you have configured Outlook to send mail (outbound)
to the wrong server. POP (stands for Post Office Protocol) is for
receiving mail. SMTP is another mail protocol (Simple Mail Transfer
Protocol).

Re-read the COX instructions for connecting Cox's mail servers to
Outlook Express. In all probability it will provide you two servers,
something like:

POP.WEST.COX.NET - for receiving mail
SMTP.WEST.COX.NET - for sending mail

Outlook Express will use the right port numbers.
