outlook express functioning: problem, out to lunch

I have two switchable identities on my Outlook Express
email program.
if I switch from "main" identity to the other, the
program always seizes up, will not open...unless I shut
down the computer or restart. then, it will open the
sencond identity.
of course, now I have to get back to the first identity
This means that whenever I have to switch, I have to go
through this process.
this has been happening for a month or so. what could be
driving this problem?
How to look into it, resolve it?
