Outlook Express error message

I am not able to send email. I get the message below. I have increased the
time to send up from 60 seconds.

A time-out occurred while communicating with the server. Subject
'Greetings', Account: 'pop-server.cfl.rr.com', Server:
'smtp-server.cfl.rr.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Error
Number: 0x800CCC19

I have no firewall on the computer and only Norton Systemworks. I have
Ad-aware and Xoftspy spyware programs but have run them for months now. One
for a couple of years. I am using Windows XP and I have a CD for Norton.I am
using Outlook Express from Road Runner ISP. I have talked with their support
people also. I thought I would try my Yahoo adress to see if it was just
Outlook Express with the sending problem.Nothing happens after disabeling the
email scanning feature.

I can send from Yahoo but not Outlook Express. Can anyone Help?

Aloha Trique,

This newsgroup is for support of Outlook 97, 98, 2000, 2002, 2003 & 2007
from the Office
family for PCs. For Outlook Express [OE] support try posting in one of these
newsgroups:
microsoft.public.inetexplorer.ie4.outlookexpress for OE 4.x
microsoft.public.windows.inetexplorer.ie5.outlookexpress for OE 5.x
microsoft.public.windows.inetexplorer.ie55.outlookexpress for OE 5.5x
microsoft.public.windows.inetexplorer.ie6_outlookexpress for OE 6.x
microsoft.public.internet.mail.mac for the Macintosh version of OE

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com. That's MS's public news server that's the
source
for all the microsoft.public newsgroups.

Also a good source of Outlook Express info can be found here:
