OUTLOOK EXPRESS DOES NOT WORK

I cannot send and receive email from Outlook Express.I
disabled my anti virus and checked my email server setting
and I still receive this error message.

The connection to the server has failed. Account: 'Joseph
Lobosco', Server: 'smtp-server.nycap.rr.com', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060,
Error Number: 0x800CCC0E

I was told to reinstall my Internet Explorer.But the
Microsoft Internet Explorer Download web page won't do it
since they show I have the latest version.

Can my Postal Inpector spam protector be causing this?
What can I do? Please help!!!

Try disabling the email scan and reset the server settings to
your ISP's correct server address under Tools/Account/Mail tab for the
particular account. Email scanning does nothing but slow your mail
retrieval down and is not any added protection since your AV program
will
warn you if you attempt to open or save an infected file (assuming you
keep
it updated).
