Outlook Express - active HTML links?

Is there a way to make an active URL link in an email? I
can type one in, it becomes underlined like a link would
but when I move my cursor over it, it will not change to
the hand that signifies an active link that you can
directly click on.

I have looked in the Help section but it only directs me
to put in the URL like I have been and it does not become
active.

The link is not active until you save the message.
