Outlook/Exchange 2003 views not saved

I have a new installation - SBS 2003, Outlook 2003, all service packs
and updates applied. I have a public folder that should have a number
of user-defined fields saved in it. I need to define views that use
one of these custom fields as a filter. I have been having no success
in getting these views to persist. I can login as administrator,
define a new view on the folder, add user defined fields, and set up my
filter. If I apply the view it is correctly there. If I exit Outlook
and reload, the view is not available at all. If I enumerate the
HiddenMessages collection in the folder, I can see an entry for my view
(by its name) but it is not available. It makes no difference if I
select Publish, or if I define on Available to Everyone, all folders or
just the one I want. Also the user defined fields that should be added
to folder by doing this, are not there when I try to define another
view. None are shown. I have added an item to the folder using code
and setting the AddToFolder flags to True. The fields then are
available without pressing New, but only in that one instance. If I
exit Outlook and go back in, even if the post on the folder with the
custom fields is still there, the fields are not shown under User
Defined fields in folder. I also see no reference to any of them in
the HiddenMessages collection, as I believe I should. Can anyone shed
any light on what is happening as I have managed to do all this before
OK on Exchange/Outlook 2000 version?

You said you logged on as administrator, but that would not automatically give you Owner access to the public folder, which is what you need to work with fields and views.
