Outlook Error 0x800ccc0f while downloading inbox

Outlook and Outlook express both generate the same error number 0x800CCC0F
with slightly different text indicating that the server dropped the
connection. This problem appeared suddenly after three years of successfully
dowloading POP3 mail from my ISP (Cox). I can still send email via the ISP
account and can download mail from the account using Outlook and Outlook
Express on a different computer. Something has gotten onto this system. What
is it?.

I know that this same problem has been discussed previously and have
already tried almost the suggested fixes including deleting the *.srs file.
I really do not want to work in the registry but will WELCOME any
suggestions.

Have you made a try with the following:

* Anti Virus software scanning incoming and outgoing email messages.

* Firewall and Internet Security Software.

* Your computer has been disconnected from the Internet.

THANKS However,
I turned of Zone Alarm and Norton Anti Virus and that did not solve the
problem.

Up until one week ago downloads workd fine with Zone Alarm and Norton both
running normally.

I have another PC on the same home network and this CAN download from my ISP
POP account with NO problem.

Something chnaged on this particular PC near 8/10 but I cannot figure out
what that was. Could a recent auto-update have brought this about?
