Outlook does not include original message in reply?

This is only happening in Outlook 2003. The settings are correct (Tools;
Options; Preferences; Email Options; On replies and forwards; when replying
to and when forwarding=Include original message text), but when the user
tries to reply or forward an email (HTML is default), it does NOT include
anything. Any suggestions would be appreciated.
