Outlook Does Not Allow Me To View Attachments

Outlook Express will not allow me to view any emails that
I receive with attachments. I get the message that OE has
removed the following unsafe attachment on EVERY single
email that comes with one. I have Norton, should that not
be detecting viruses? Is there a setting that I can
change to have Outlook allow access to the attachments?
If I contact the sender, and ask them to resend the email
with the attachment open, then it comes through without a
problem. Why is Outlook removing access to all
attachments and deeming them "unsafe"?

Tools-> Options-> tab Security-> option Do not allow...
