Outlook Delegate Messages

I am trying to find out whether it is possible for delegates to recieve
notifications regarding private appointments. mesasge notifications for
public appointments are working without any problems but none are
recieved for private appointments. (PA swears blind that she used to
recieve them). Platform is Exchange 2003/Outlook 2003
 
Is the PA delegate set up with access to private appointments?
