Outlook connector not letting run rules in Outlook on the PC

I recently had to reinstall Windows and set up my email again. I have
Outlook 2003 on the PC and Outlook Connector which works with my hotmail.
There are several issues that are no longer working.

1. I can not make a signature in outlook. I set the signature up, and it all
looks fine, but then everytime I start a new message the signature does not
appear.

2. I used to be able to set up rules and put copies of emails into folders.
Now, the rules will not move any of the emails into the folders. It "runs"
the rule, but it does not move anything.

The filter on Hotmail is totally bogus and only allows me to move emails
from someone into a folder which I do not want to do. i want to be able to do
what I could do before which was to have rules that moved email coming in (to
my hotmail address) and move copies of messages to folders.
HELP ANYONE? Microsoft help was totally useless!

Do you have a default signature for EVERY account you have defined?

Rules don't run on Hotmail accounts, unless you have an Outlook Live
subscription. As far as I can tell, then never have.

I will check the signature for each account.
Seems that my signature works when I respond to an email, just not when I
send one

I DO have an outlook live account, so I am still confused about the rules.
