Outlook blocks access to attach

Outlook is blocking access to potentially unsafe email attachments. In this case the file is from a trusted source and the file extension is .URL. Is there a way I can edit the list of Auto Blocked extensions, or is having the sender rename the file without the URL extension the only work around? Thanks.
