Outlook Beginner - Outlook setup

I cant even open outlook to set up my email account because it says its
offline and closes immediately. How can I get it to open so I can set up my
account?

Use Control Panel->Mail Icon to set up your account(s) - use the information
supplied to you by your ISP for the server and account settings.
