I see the following message when someone sends me a
message containing an attachment: "OE removed access to
the following unsafe attachments in your mail." Is there
a way I can access the attachments?

Step 1: Start Outlook in Safe Mode
=================================

First, please try to start Outlook in Safe Mode.

Please start Outlook in Safe Mode with the "/safe" command-line switch:

1) Click the "Start" menu, and then click "Run".

2) In the Open window, type "Outlook.exe".

3) Following the last character of the name, type a space followed by
"/Safe"
(without the quotation marks), and click "ok". Here is an example:

"Outlook.exe /Safe"

If the file "outlook.exe" is not found, please type the exact path of this
file and
repeat the step . If there are spaces in the path name, enclose it in
quotation
marks. Here is another example:
"C:\Program Files\Microsoft Office\Office\Outlook.exe" /Safe

This causes Outlook to load without COM Add-ins and extensions.

Please check if the problem occurs in safe mode.

Step 2: Create a new profile
===================

If all the below do not work, this issue may be caused by the corrupted
profile or
..pst file. Please use the following steps to create a new profile to
perform a
test:

Backup pst file
--------------

1. Click "Start", point to "Search".

2. Click "All Files and Folders" and click "More Advanced Options" and make
sure
the following options are checked:

-- Search System Subfolder

-- Search Hidden files and folders

-- Search Subfolders

3. In the "All or Part of the File Name" box, type "*.PST" (without
quotation
marks) and click "Search".

4. Create a new folder and copy all of the .PST files found to the new
folder as
the backup.

Create a new profile
--------------------

1. On the Start menu, control Panel.

2. Click Switch to Classic View, and then click the Mail icon.

3. In the Mail Setup dialog box, click the Show Profiles button.

4. On the General tab, click to select the Prompt for a profile to be used
check
box.

5. Click Add.

6. In the Profile Name box, type a descriptive name for the new profile,
and then
click OK.

7. In the E-mail Accounts dialog box, click Add a new e-mail account, and
then
click Next.

8. Select the appropriate server type for your new e-mail account, and then
click
Next.

9. Fill in the appropriate information as prompted, and then click Next and
Finish
as needed.

10. Click OK.

=============================

If the problem still occurs, let¡¯s create a new window account and check
the
problem:

(a) Log on as the Windows Administrator.

(b) Click Start-> Control Panel, click "switch to the classic view" and
then double
click User accounts Icon.

(c) Click the Add button to create a new Windows account, type the username

Huh? The OP was asking about Outlook Express, not Outlook. How can
starting Outlook in safe mode have any efect on Outlook Express at all?

Outlook and Outlook Express are not the same thing. Ask in an Outlook
Express newsgroup. (Hint: Tools>Options>Security)
