outlook attachments read only

At 2 different companies that use office 2003 with exchange 2003, when a
users sends an excel file as an attachement the person recieveing the file
can only open the file as read only, and when we save it to the hard drive
the read only attribute is set on the file. This is new to office 2003.. any
ideas what is causing this and how to turn it off?

I can't duplicate this. Do you have Office 2003 SP1 installed?
