Outlook & AIM freeze when clicking on a URL

If I click on a URL in any Outlook email, or in any window of AIM (chat or profile) that program stops responding and doesn't launch Internet Explorer or open the link. Any Ideas? It just started 3 days ago, and I have made NO changes to my computer since then

Reinstall Internet Explorer and Outlook Express
They are in the same install package

Dont forget to back up your Outlook Express Address book and emails.
