Outlook 2007 should let me "lock down" the folder structure in a P

I wish there was a way to lock the folder structure in an Outlook PST so that
I can still send and recieve messages, and move messages between folders...
but so that I don't accidentally drag the folders themselves to new locations
(e.g., accidentally dragging the Friends/Joe mail folder to Work/Budget.
