Outlook 2007 - Precedence of Junk to Rules

In Outlook 2007 I have setup a rule which includes a certain phrase in
the subject and that it should be moved to a folder, marked as read
and stop processing. This rule is enabled.
My junk setting is at low.
The Emails that should be filtered above are appearing only in my junk
mail.
It seems that the junk mail is taking precedence over the rules that I
explicitly define which does not make sense to me.
Am I missing something?

Remove ABCD from Email address to reply

Unfortunately, Microsoft has trumped your use of rules and first decides if
is spam and if yes then puts email in junk folder, if not then uses your
rules
