Outlook 2007 email template

Hi,
I am trying to get Outlook 2007 to use a default email template, but I
must be doing something wrong.

Here's a very simple example of the problem: With Outlook closed, I
open the NormalEmail.dotm in the default Templates folder and change
the font for Normal to a different font (something like Courier) and
save it. Then I open Outlook and open a new email message, and the
font isn't Courier.

Any ideas what I'm doing wrong?

That is not where the NormalEmail.dotm file is for unless you've defined
your own Style. Instead use oft-files or Stationery for this.

I have modified the Normal and Heading1-9 formats (and saved them as a
Word template, which worked fine), and I would like that formatting
when I open a new email (however it's done). It's not exactly
defining a _new_ style, but... does it mean I need to edit the
NormalEmail.dotm file or can I still use oft-files or Stationery?

The template directory I'm referring to is AppData\Local\Microsoft
\Templates. Maybe it's still not the right one, I just wanted to
mention it as I saw reference to it in the newsgroup and found a
NormalEmail.dotm file in there. If I do need to edit that template,
is that the wrong directory to use?

I'm of the opinion that Outlook 2007 does not use Word. It has it's own
minimal formatting program.

Yes, Outlook 2007 does use a Word .dll - albeit a stripped down version of Word, it is Word at its heart.

Yes, Outlook 2007 does use a Word .dll - albeit a stripped down version of
Word, it is Word at its heart.

Not for email editing, no. You would still need the rest of Office for the automation functions to work, preferably from the same suite. Since Outlook uses a Word .dll, Word is superfluous.
