Outlook 2007 displaying 2003 menu & toolbars

Ribbons not displaying in Outlook 2007. 2003 menu & toolbars are still
displaying. Are they interchangeable?

Outlook 2007's main window doesn't display a ribbon.
 
Not sure what you mean by interchangeable. the main outlook interface uses
toolbars; only opened items use ribbons.
 
OK...

How do I get rid of these damn ribbons?? These Helen Keller sized icons are
REALLY driving me nuts. How can I make this program functional for the
logical and go to a menu based navigation?
 
ribbons are only in the open items - open messages, new messages etc. The
main interface you see when you open outlook does not have a ribbon.
