Outlook 2007 - creat new stationary

I have an HTMl file that I would like to use as stationary in Outlook 2007.
I have been searching for 3 days to find out how to do this to no avail. Do
I need to go backwards and use an older version of Outlook? Thank you
 
I have not tried it but you can create email forms/docs in MS Publisher.

I have Publisher 2007 but can not see how to do it. I inserted the jpg and
it has three of the images. What I want is the background similar to what is
 
Open Outlook > select Help . type "templates" in the search box and
information is available on all aspects of templates, you will need to learn
the hows & whats of creating templates, to much detail to explain, think
along the lines of creating a web page.
