Outlook 2007 beta 2 - Instant Search Install Fails

Each time I try to install 'Instant Search' -
WindowsDesktopSearch-KB917013-x86-en-US.exe - I get an error "Access Denied".
I am running as user Fred, a member of the Administrators Group or User
Administrator, also a member of the Adminstrators Group.
These are the three access DENIED errors reported by REGMON.

I created the keys and then ran the install, but it still fails, and REGMON
does not show any ACCESS DENIED. So the error should be more specific.
