Outlook 2003

I am tryin to set up Outlook 2003 and cannot send or receive any messages. In
real simple terms what do I need to do to get this to work?
 
Get your server settings for your POP mail (not web mail) from your ISP and
set up your account. Go to Tools>Email Accts>Add a New acct.
