Outlook 2003 won't shutdown normally

If I have OL2003 running when I do a Shutdown in W2K, the next time I boot
up, OL grouches that it wasn't shut down normally the last time and it does
a PST repair scan. If I close it first before doing a shutdown this doesn't
happen. I know - just shut it down first, but just one more complication in
a complicated life. I never had to do this with older versions of OL. Any
idea why this is happening ? No hits for this on support.microsoft.com. I
am running locally, not against a server.

Any 3rd party software installed that syncs/uses outlook data? (look for
anything that would slow its shutdown like ActiveSync, WinFax, .etc)
 
No, nothing like that. I have noticed that the Send/Receive status window
sometimes goes to completion, showing all steps successful, without exiting
like it should - just sits there until I kill it. It is supposed to exit by
itself, but about half the time doesn't. So I just told it not to show that
window.
