outlook 2003 wont open

I had some problems with IE6 not opening it's starting page but fixed it.

Now outlook and norton anitvirus both won't open. They give an error message
you need internet explorer 4.01 or greater to use this feature.
I think it is registry related
any one see this problem? and do you have a fix for it.
I have explorer xp sp2
 
I delete IE6 and then added it back.
But the fix was running a registry fix program that cleaned up the registry
Dead end string I guess
