Outlook 2003 won't allow identity selction on startup

I have a problem with a clients Outlook 2003. It's running on XP Pro with
SP3, and Office itself has been upgraded to SP3. The problem is that there
are three identities and usually, when Outlook is started, the prompt will
come up asking which of the three identities to use. Lately, when starting,
it just goes strait into an identity without prompting. I've verified that
things are setup correctly using the Mail icon in Control Panel. Don't know
where to go from here. Rest assured that machine itself, a Dell laptop, runs
fine.

Any and all suggestions welcome.

Outlook doesn't have identities it has Mail Profiles. Not prompting for
which profile to use is a sign that Outlook isn't closing properly. Use
Task Manager to make sure the OUTLOOK.EXE process is gone. Reasons why

When OL is closed, have you checked Tsk Mngr>Running processes for any
instance of Outlook.exe?
