Outlook 2003 With Business Contact Manager - "Database Creation Has Failed"

I receive the error "Database Creation Has Failed" when I
try to use Business Contact manager for any account I
create in Outlook for a specific user on my Windows XP
Professional PC. Any ideas???
 
Does the windows account have administrative rights?

Seems to me like a corrupt windows profile or some permission related
issues. Try creating a new windows user account that has got
administrative previleges. Good Luck !!!
