Outlook 2003 - When I use "Reply" e-mail stuck in "Outbox."

About three months ago Outlook 2003 I started to
experiencing problems when clicked on the "Reply" in
the "Inbox - Microsoft Outlook" window or the "Reply"
button of an open e-mail.) The the e-mail would not be
sent. Clicking on Send/Receive nothing. The e-mail
remains in the Outbox. The e-mail address is enclosed in
single quotes. An example of an e-mail that is not sent
is {'John Smith' <[email protected]>} All characters with
the French brackets are underlined.

What I do to reply is create a contact enter the e-mail
address and click on the contact's e-mail button or from a
new e-mail click on "To:" and select the appropriate
contact to create an e-mail with an address that can be
sent.

This is crazy, it's ridiculous. How can I stop Outlook
from inserting the quotation marks.

Frequently, if I type in an e-mail address such as
{[email protected]} when I save it to the Outbox the e-
mail address will be encloed in single quotation marks and
Outlook will not Send the e-mail.. It stays in the Outbox.

There's nothing wrong with the quote marks.
