Outlook 2003 welcome message

Would like to edit the Outlook 2003 Welcome Message which is delivered to new users of Outlook 2003 when they first login and connect to an exchange server.

Does anyone know the filename and path of this message file?

Older versions used welcome.msg and according to
http://www.microsoft.com/office/ork/2003/journ/preventmultiplewelcome.htm,
the Outlook 2003 welcome can't be customized.
