Outlook 2003 timestamp problem

I've got a computer here with Outlook 2003 and the
timestamps on the e-mail are an hour off from the time on
his computer. I've looked at his regional settings and
everything is set correctly, whats going on?

An email timestamp uses the system time and date, the Time Zone setting, and
the Daylight Savings Time flag. ALL THREE must be correct or the time stamp
will be wrong.

All three of my settings are correct: I'm in San Diego, my GMT time
is correct, the time on my computer is correct, and my Daylight
Savings checkbox is correct (if I check it, all of my e-mail time is
right, but my Outlook time is off -- it's all an hour ahead). So all
my mail is one hour behind...is there something else that could be
causing this?

Outlook also has a DST check box. Tools>Options>Calendar Options>Time Zone
