Outlook 2003 - Text Size

I am trying to change the size of the text when reading a message. I know
that there is are Text Size options under the View menu, but when I click on
different sizes, nothing happens.

I can use the Ctrl + Scroll Wheel to change the text sizes when writing a
message, but this method doesn't work when just reading a message.

Any suggestions?

If it's a recieved message, it must be in html format, and you need to click
to edit the message.
