Outlook 2003 slow or failing to get mail

I've posted a few questions here regarding Outlook 2003 (and earlier
versions as well) failing on random occasions to Receive email and,
sometimes, to Send email.

I've read MSKB 831124 but don't really understand much of what it's saying -
so don't know if it offers an avenue for resolution - but it does talk to
the kind of behaviour that I'm seeing (sometimes very slow response getting
/ sending email and sometimes failure).

The environment doesn't have an Exchange Server.
email is served by an external ISP.

Any suggestions would be greatly appreciated.

I still need help with this.

The OS is XP Pro
Outlook 2003

This is the only computer on the LAN with this combination of OS/Outlook.
All other computers on the LAN work fine.

Suggestions have been:
Remove and re-create the email account.
Repair the TCP/IP stack.
