Outlook 2003 Shortcuts

I just installed Office 2003. I created several "groups"
and shortcuts in the Shortcuts section and they aren't
sticking when I exit and restart Outlook. Any experience
with this?

FYI...

Don't know if this had ANYTHING to do with the fix but I
recreated the groups and shortcuts and exited outlook
using the X in the corner and lost my settings again. I
RE recreated them and exited outlook using FILE > EXIT and
they stuck. Not scientific, but who knows???
