Outlook 2003 sends after reboot, but not before

i built a machine recently and installed office 2003...i use outlook
and because i use SBC DSL i have to use THEIR smtp server to send
e-mail...normally it's not a problem...but for some reason, all of the
e-mails i send will sit in the outbox and it constantly says "sending 1
of X..." and never sends it...as i continue to try and send new
e-mails, they just pile up in the outbox...if i close outlook and open
it back up...same error...HOWEVER, if i reboot windows and open
outlook, they all send out no problem...as the day goes by, they start
piling up again, requiring yet another reboot to send them...

this might also be important, i imported all of the folders and
messages (150MB pst file) from the previous computer i was using to
this new one...in data file management, there is only 1 pst file and
this computer only has one user: "Owner"...

please help...

When the piling up starts to happen, enable diagnostic logging and see if
there are are any problems listed in the log. If you can't read it, post
its contents here.
