outlook 2003 receive error

I get this error when i go to receive emails in Outlook 2003. I have even
tried Outlook express and get the same error. I have the account set up
right. I was getting email a week ago. I have checked Microsoft's Article
813514 and thing check out. Anyone know how to solve this problem? Thank.

Do you have anything attempting to scan incoming mail? If so, try turning it
off temporarily.

I have disable my norton internet security 2006 and it still will not
receive emails. It worked fine a week ago.

Try uninstalling the MS update KB913807. I had the same problem and as soon
as I uninstalled this update everything went back to working great. Thank
Microsoft for another wonderful bugged update.
