Outlook 2003 Profile issue with Insert Hyperlink

I have one client machine which under a certain profile doesn't have the
same functionality for Insert Hyper link, and I cant find out how to resolve
it.

There is no CTRL+K shortcut for Inserting hyper link

Also when you use them Menu option it comes up with a smaller and more basic
dialog for inserting a hyper link. No browse or type etc.

Anyone know how to change this I cant find the option in outlook
