Outlook 2003 Problem sending and receiving E-mail

I have recently upgraded to Windows XP and Office 2003. I am trying to get my
e-mail account to work in Outlook 2003.
I have set up my account and all seems well until you try to send and
receive. The box appears with the details and it displays the following:
Mick - Sending Completed
!Mick - Receiving Errors

The error report displays the following:
Task 'Mick - Receiving' reported error (0x8004210A) : The operation timed
out waiting for a response from the receiving (POP) server. If you continue
to receive this message, contact your server administrator or Internet
service provider.

I have tried setting the Timeout to the longest available but I still get
the same message.

I use mail washer and have imported the e-mail settings from Outlook into
MailWasher V5 and this checks my e-mail no problem.

I also use Comodo v2.3.6.81 firewall and AVG free v7.5.432 Antivirus.

I have unibstalled and reinstalled my e-mail settings from Outlook to no
avail.

Any ideas?
 
Have you checked with your ISP to verify that you have the correct mail
settings and authentication is set to their standard?
 
As stated I can check my e-mail through MailWasher so I know the settings are
correct. When trying to receive in Outlook the status bar hangs at 50% but
does not download the e-mail and the I see the error message.
