Outlook 2003 on two separate machines

I have a user that has to separate machines that he is logged into. I set up
his email account on one machine and he was able to send/receive emails. I
set up his email on the second machine the same way, but all his emails from
the first machine are only showing up on the second machine. Is there a
setting that I can set so he can see his emails on both machines?

I think you would want to set Outlook to leave the messages on the server.
That way both machines would be able to download them. You'll find the
adjustment under the "more settings" button and "advanced tab" of your email
settings. I usually encourage my users to use outlook on their primary
machine and webmail on the secondary machine.
