Outlook 2003 - Messages ending up in multiple folders after running rules

I have created a series of rules mostly to deal with junk
e-mail. Essentially, I use normal filters to move the
most obvious offenders directly to the Junk Email
folder. However, the last rule is the only one that uses
the Exception conditions, and it moves all remaining e-
mails to a special folder EXCEPT if the sender is in ny
Contact list.

The problem is, all email where the sender is not in my
Contact list is getting moved into that folder, even
messages that have already been filtered and moved to the
Junk Email folder. As a result, I have two copies of all
junk email on my system, one in the special folder, and
one in the Junk Email folder.

All the rules MOVE messages instead of COPYing them, and
the EXCEPTion rule is the last one to execute, so I'd
think all the other junk email would have been moved by
the time the last rule fires.

Thoughts?

With the action add "Stop processing more rules" or
otherwise the message will go to the second rule and see
if it applies.

Hope this helps!
