Outlook 2003 hangs

After installing Office 2003 on the PC Windows 2000 P, I
launched Outlook 2003, and it hangs on Migrating Settings.
How to solve this problem?
 
try going to the mail icon in the control panel and set up
the profile there. Then launch outlook from the desktop.
